Liquids can dissolve certain other liquids, depending on the attractions between the molecules of both liquids.
Polar liquids, like water, dissolve other liquids which are polar or somewhat polar.
Polar liquids, like water, do not dissolve nonpolar liquids like oil.

The liquids which do not dissolve in water are called insoluble liquid. Even a small percent of the insoluble liquid dissolves in water as water is universal solvent. The reason of not dissolving in water is that the density of the liquid is higher or lower than water.
