According to me,

Learning should always start with vernacular language, as the thinking process is faster and more efficient when it is taught in mother tongue. English should always be complimented when child is comfortable in studying in local language. In India, getting a good teacher for English in rural area is really a herculean task, but slowly rural area is catching pace with technology and Internet. So, we can reap the benefits of technology.
