In spite of freedom of religion, communal tension persist in certain parts of the country sometimes due to the following reasons: 

(i) Difference of Opinion: People belonging to different social, political and economic backgrounds have different views about different issues which may create indifference. 

(ii) Intolerance: People being intolerant do not accepts idea and values of people belonging to different ethnicity and culture. 

Communal harmony can be established by making coalition government between the different fraternities and different races show that they unify.
