If, the speed is zero at an instant then consequenctly also the net velocity must be zero.Since, speed is the magnitude of velocity and so speed can be zero only when the net velocity vector becomes zero.

Also, we can't say that the net acceleration should be zero since it might be at rest momentarily at that instant and might then start moving in the direction of lower potential.

So, the correct answer is option (A) zero velocity.
