Instead of asking for fines to people who dont wear a helmet during riding a two wheeler , the people who wear helmet should be given reward, is it will help people wearing helmet ?

i guess that will help and moreover we can instead of asking for fines we should give them a new helmet every time

I think this is not a good idea.people have their life they should have to take care.if government gives reward to this rubish system than this is a wrost idea.if government punish people hardly who not wearing helmet instead to taking money....it depends on the system.
