Typically both are same with the fact that they are non-conductors. Thedifference is that insulator does not allow charges to flow through them while dielectric materials areinsulators which conduct when subjected to an external electric field. Example of Insulators are Glass, plastic,rubber etc.

yes insulator and dielectric r same things because insulators do not consist and do not conduct electricity and dielectrics also do not conduct electricity therefore they both are poor conductor of electricity hence they both are same I think I am giving the answer you like it
