The statement that internal reforms with various religions is more preferred than having a uniform civil code is very debatable.

It is often argued that since India is a secular, democratic republic  and since its Constitution guarantees minorities the right to follow thir own religion, common code of personal laws would go against India's  secular traditions. 

The Gevernment has asked its Law Commission to examine the implications of implementing a uniform civil code. 

When various groups take hard stands, the natural reaction is to shy away from taking any concrete decision, but that is the Governments failure. The Government is right to move towards initiating a debate at least.
