The transformation from the printing by hand to the printing by machine is known as the print revolution. This print revolution reduced the cost of books and it avails multiple copies of the same work. This print revolution resulted in an increase in the readership in Europe in the 16th century.

But the increasing readership presented a fear in the minds of the monarchs of Europe, for instance, they feared that if there was no control over the printed material then people could spread the rebellious and irreligious, which could lead to social unrest in the country. And that these circumstances can lead to the deterioration of the valuable religious books.
