The citadel or the raised part built on baked brick platform and the larger but the lower elevation area called the lower town. On the cutadel were the important public/ government/ ritual buildings.For eg,the Great Bath, the granary in Mohenjodaro and a doubtful granary at Harrapa.
The lower town was where the dwellings of the residents of the towns were located.
Both of them were separately fortified and in turn,were together fortified by another wall.
All the major mature phase (approx.2600–1900 BCE)Harappan cities follow this pattern except one notable eg- Dholavira in Gujrat where the city is divided not in 2 but in 3 parts!
