The constituent particles of ionic solid are not free to move in solid state. Therefore ionic solid are insulator in solid phase. Ions becomes free to move in molten state so ionic solid can conduct electricity in molten state.

Because in solid state the ions are not free to move about

But when dissolved in water the ions become free to move about and they conduct electricity.
