it was made so that the taxes were collected only through the Iqtedars
if you mean "uses"
the money paid was for the landlord's army that was subordinate to the sultan
if you mean "beneficiaries"
soldiers with exceptional achievements were usually given the iqta
the sultan got some but the amount was quite small.
