Yes, because it can be written in p/q form where p and q are integers and q unequal 0. We can write,

0.5918 = 5918 ÷ 10000 = 2959/5000

where 2959 and 5000 are integers having no common factor other than 1 and 5000 unequal 0. So,we can say that the given number is a rational number.
