Is 0'7and7'0 respresent the same point

No it doesn't. In a Cartesian plane, we represent the points as (x, y), where x is the x coordinate called the ordinate you is the y coordinate called the abcissa. (7,0) represents the point 7 units away from the origin on the (+ve) x-axis, while (0,7) represents the point 7 units away from the origin on (+ve) y-axis.

Nope, They are different points.
( 0, 7 ) is a point on Y-axis with 7cm away from 7 units.
( 7 , 0 ) is a point on X - axis with 7 cm away from 7 units.
In co-ordinate geometry, Every point has unique notation. ( x, y) ≠ ( y, x) , If ( x, y ) = ( y, x) then x = y.

So, The finally , ( 0 , 7 ) & ( 7 , 0 ) represent different points.
