Any number which doesn't fulfill the above conditions is irrational. It can be represented as a ratio of two integers as well as ratio of itself and an irrational number such that zero is not dividend in any case. People say that 0 is rational because it is an integer.

yes because it is a integer and can be written in the form of p/q where q is not = 0
0/1=0
