I think it is 0x +0y+c=0.
Here is the answer==>
It isn't a linear equation as it is already known that linear equation is a equation with variable/variables having degree 1 and the variable≠0 and has a standard form ax+by+c=0 ,where a≠0 and b≠0.
This equation has degree 0.
Hence this equation is not a linear equation.

no it is not a linear equation
actually linear equation is in the form
ax+by+c=0 a,b are not equal to zero
but in the above equation a=0 b=0 so it's not a linear equation
