No,  \dfrac{14 x^2 y}{z} is not a polynomial. As, the exponent of z is not a whole number, i.e.,

  \dfrac{14 x^2 y}{z} = 14x^2z^{-1}y

is (- 1). Thus, it is not a polynomial.
