No that's not a rational number because that number is having root in it. And the numbers which have root are irrational number mostly.

Answer:

yes

that is because....

 \frac{ \sqrt{17} }{4} \\ = \sqrt{17} \times 4

clearly 4 is rational and an integer

but

we know,

  • the root of composite numbers are rational
  • the root of prime numbers are irrational.

,17 is a prime number

so, ✓17 makes an irrational number

therefore that makes the whole number irrational
