Yes cell theory is applicable for all living beings.
It states that:
1- all living oraganism is made of a basic functinal unit called as a cell.
2- all cells arise from the pre existing cells.

Wel viruses are still not confirmed as living
Viruses are not made of cells they are just made of protien
Debate between virus beign living or non living are still not resolved.

Yeah why not every living beings basic structure of life is cell in which protoplasm is the life material
