Yes...
Because a parallelogram is a quadrilateral in which one or two pairs of opposite side are parallel.
So it can be said as a parallelogram...

yes because as Opposite sides are parralel then opposite angles will be equal and opposite sides will also be equal by congurency of the two triangles made by the diagonal.
