When a wire has high resistance it will not allow current to easily flow through it , which means the wire with a high resistance is bad conductor of electricity.
We know that
R = V/I
Where R is the resistance , V is the potential difference and I is the current.
As R and I are inversely proportional to each other therefore more the resistance less the current will flow through it.

You cannot call it bad conductor either, since we associate bad conductor with insulator. A conductor is one which allows passage of current through it. ... It cannot be called insulator as it offers resistance but allow some electric circuit to flow.
