A horse pushes the ground in the backward direction. According to Newton's third law of motion, a reaction force is exerted by the Earth on the horse in the forward direction.

acc to me answer of your question is....
when a horse moves forward then his feets apply a force in backward direction then every action has a reaction in return he moves forward and when he is attached to cart with a string now horse is moving in foreward direction so tention force is more than the friction force so cart also moves forward with the horse.
