Algebraic expression  and linear equation are different things.

Algebraic expression can not be solved.

Algebraic expression can be polynomial , fraction etc.

ax + b   is an Algebraic expression in one variable

ax + by  is an algebraic expression in two variables

where as ax + b = c   is a linear Equation in one variable

and ax + by = c is a linear Equation in two variable

Equations always have two sides  left hand side and right hand sides.

2x + 3  is an algebraic expression

while 2x + 3 = 0  is a linear equation

x² + 2  is an algebraic expression

while x² + 2 = 0  is a Quadratic Equation  

Any algebraic expression is not a linear equation.
