1) Latitudes are not circle , their physical features is not a determination of their actual features .

2) The direction of latitudes is from west to east , so we may not say that they are coming from west . Even if , this statement is concerned about , it is in relation to the direction of India which is in east . So , it is the exaggeration of the statement .
