Is aniline more reactive than benzene to electophillic substitution

Yes it is,the reason is that

Amino group donates electrons to the benzene ring thereby increases electron density at ortho and para position.

This causes the attack of attacking nucleophile to be easier than that in case of benzene.

Hence, the electron density on benzene ring is maximum in aniline. Hence, aniline is the most reactive towards electrophilic aromatic substitution.
