No, there is a difference between them. Arts is a stream or course, whatever you wanna call it. And Fine arts comes under arts. And Fine arts is different from applied arts. Applied arts is usually mistaken as fine arts but there IS a difference between. Fine Arts is a form of art which deals with the aesthetic value. Fine Arts deals with the study of drawing, sculpture, painting, literature, pottery, printmaking, ceramics, and murals.
