Br F5 - Bromine Penta Fluoride is an Oxidizer used to Oxidize the liquid propellants in chemical rockets. The liquid propellants undergo chemical reactions.  Then a lot of heat is produced. Br F5 is used to increase the efficiency of the chemical reactions. They Oxidize the liquid fuel, we can call it that way.

Due to the exothermic reaction very very hot gases come out of the burning chamber with very large velocity.  That causes a forward thrust to the Rocket.

Answer is yes.  It is part of the fuel but not total fuel by itself.

But the atmosphere could be filled with Toxic gases like Fluorine. So not very good. Br F3, O3, Cl F3, Cl F5 could also be used similarly. But they cause harm.
