Burning of fuels is a chemical change.

Fossil fuels contain carbon. So when they burn they form oxides of carbon which is a new substance. In chemical change new substances are formed. Molecules of the fuel react with the molecules in the air. This reaction cannot be reversed again. As Chemical changes are irreversible.

As it satisfys the properties of the chemical change, burning of fuels is a chemical change.
