Is C2O4 a weak field or a strong field ligand?

It is a strong field ligand.

Usually carbon and nitrogen donor ligands are strong field ligands.
eg:CO, NH3, C2O4-2, CN-, etc.

examples of weak field ligands are H2O and halides.
