yes capacitance of a capacitor depends on potential only when the charge of the capacitor is kept constant

C= QV

if the charge of the capacitor varies then the potential also changes in such a way that the total capacitance always remain same .

in this case the capacitance depends on Area of the plate , distance between the plates and the dielectric constant of the medium between them

C = Ae/d
