Chlorine gas bleached the litmus paper. This is because of presence of hypochlorite ions. So, when chlorine (in any form) is added to water, a weak acid called Hypochlorousacid is produced. It is this acid, not the chlorine, which gives water its ability to oxidize and disinfect.

No, chlorine isn't acidic gas but when chlorine is added in water then weak acid called hypochlorouacid is formed.
