Chloroplast is a semi-autonomous cell organelle found in the cells of members of plantae kingdom. It has it’s own DNA called plastidome and numerous enzymes to help it carry on photosynthesis. It divides independently, courtesy plastidome. It has double membrane covering. In any aspect, you can’t say it’s a non-living structure.
