Is clean India is complete responsibility of government? write about it in 500 words for debate (plss there is urgent need)

No , the clean India responsibility is not only for the government because if the people will not be aware of about the importance of cleanness of India the government can't do anything like if the government is putting ban on the garbage that is being thrown on the road rather than the desired dustbin then also if the people are not following the rule the particular area will always be dirty and another thing as this is not the fault of the people also 'cause the government is not charging any high fines on throwing garbage on the road and if they are putting that huge fine the corrupt police officers and traffic officers are ruining the hard workmanship of the government by taking some amount of money for their own growth and the people think that we will give the money to the corrupt police officers and we will be free from fine and throw garbage again and again on the road,but there are some parts in Indian where the cleanness is very good even not a single packet of any edible item is on the road.The cleanness of India is the responsibility of both the people and the government . The government has to appoint more janitors to clean the roads and the people have to be more conscious about the cleanness of their environment some people say that this is a bad job of taking the garbage and throwing it in the desired place but those people have to think about the janitors that how they are doing this work.
APART FROM THE TOPIC.
If the people will not understand about the importance of cleanness there will be continuous pollution of land and water
NOW BACK TO THE TOPIC
so there is land and water pollution because some people dig pit and put all the garbage in it but they have to understand the difference between biodegradable and non -biodegradable waste because non- biodegradable waste causes land pollution and the garbage which people throw in the sewer those garbage are eventually being thrown out in the lake , river which are polluting them , now there is one more point arouse against the government that why they are throwing the garbage in the river/lake.
