A comma won't be used before 'when' because 'hardly..... when' is a conjunction phrase used to join simultaneously occurred sentences.
FOR EXAMPLE:
"I reached the airport. At once, the plane arrived."
=> "Hardly had I reached the airport when the plane arrived."
Note that the writing structure has changed when we used 'hardly....when'. The sentence got changed from simple past to past perfect. Also, 'had' has been used before 'I' in the converted sentence. remember that the same will be followed while constructing sentences using 'hardly...when'.
You can certainly use comma if you want to but to make your sentence more effective, generally the comma is omitted.
