Yes it is as plant roots won't have any communication with air between the soil particles as it is water logged. This may affect the rate of uptake of ions and even water through ACTIVE TRANSPORT. Without oxygen no respiration takes place and hence no energy is available for the uptake of ions against the concentration gradient (Active transport requires ATP for passage of ions against the concentration gradient). This may cause the roots to die
