BECAUSE THE the molecules in solid are tightly packed which shows the contraction and the molecules in liquid are not so closely packed so it shows the expansion

iN CASE OF WATER IT IS CONTRACTION. THIS PHENOMENON IS CALLED ANOMALOUS EXPANSION OF WATER.

BUT IN OTHER CASES(EXCEPT A FEW MORE ), IT IS EXPANSION. EG: WHEN SOLID COPPER ROD MELT , IT EXPANDS BUT WHEN ICE MELTS IT CONTRACTS.
