Is Delhi is a state. Why it have CM . It is city. Explain and give the best points.

New Delhi is a Union Territory with an elected Legislative Assembly and an executive coucil of ministers headed by a Chief Minister. Puducherry is the only other UT with such provisions. However, New Delhi, being the National Capital, cannot be totally called a State as discussed below.

A State in India (29 presently) has legislative and executive powers (policy-making and policy implementation). The difference between any of the 29 State and New Delhi is:

i) Delhi Police reports to the Union Home Ministry. As a result, public order is not State Government responsibility. 

ii) Land in Delhi doesn't come under the State jurisdiction, it comes under Delhi Development Authority, which inturn comes under Union Urban Affairs Ministry.

iii) For civic administration, there are separately elected representatives of Delhi Metropolitan Corporations (North, South and East). But, these local civic bodies don't have jurisdiction over Lutyen's Delhi (comprising diplomatic enclaves and ministers/MPs residences), which is run by unelected New Delhi Municipal Council. 

For these reasons, Delhi is officially called "National Capital Territory of Delhi".
