This type of govt will always have a constitution. The members of the govt are elected by the people. Thus it is more preferable than any other type of government like monarchy, theocracy, communism or dictatorship. But yes, it too has some problems, like the most common one is no doubt corruption. Anyways, it is totally depended on the governing party or the governing body of that country
