The dielectric constant is the ratio of the permitivity of a material to the permittivity of free space. Dielectric strength means the maximum electric field that a pure material can able to withstand under ideal condition. Dielectric constant is ratio of electric field in ideal condition and in any medium.

Dielectric strength is defined as the maximum voltage required to produce a dielectric breakdown through the material and is expressed as Volts per unit thickness. The dielectric constant is the ratio of the permittivity of a substance to the permittivity of free space.
