Is diffused reflection the failure of laws of reflection.if s y? if no y?

be coz according to laws of reflection,in the 2nd law it is given that angle of incidence is equal to the angle of reflection and we know that in diffuse reflection the beam of light reflect in different directions after the reflection.
so diffuse reflection is failure of law of reflection.
