A rational number is any number can be expressed as a fraction. Whereas, a whole number is a positive number without a decimal or fractions.

Every rational number is may or may not be a whole number.

every rational number is a fraction because it can be written in the form of p/q. but every fraction is not a rational number because fraction is always written as in the form of numerator/denominator.
