Flourine being a first member of 17 group , called halogens is the most electronegative species in the whole periodic table .

As it is smaller in size and has high effective nuclear charge , and due to which the distance between the nucleus and the outermost shell of the atom is very less and it can become easy to add electron to it , so it behaves as a anion .

Anion - a negatively charged species.( Made due to addition of electron to the neutral atom)

Flourine has 9 electrons in neutral state , so when we add ( say ) one electron to it , it become flouride ion (F-) forming anion.
