(a) No, garbage disposal is not the responsibility of just the government, it is a responsibility of the citizens too. The government can't do anything if the citizens of the nation do not dispose the basic waste material. It is true that the government has a responsibility as it is liable for serving the nation but the citizens must try to help on an individual basis by disposing some basic waste material on their own. This can be done by small-scale organic waste disposal (like vermicomposting), following the 4Rs etc.

→ Reduction of waste creation

This can be attained by minimizing waste production by minimizing extravagant needs and recycling and reusing whenever possible.
