It depends on government, people, industries, integration to take benefits of new concept. Lobbies and vested interests dislike new system then they try to sabotage, this is happened in India. 1991 reforms could have implemented faster than today but congress was bought so we suffered.
India is feudal so our private corporate s ,so do not expect globalization in India more than 40 % so we are lagging despite our strong fundamentals.Our obsolete and labor intensive industries closed down due modern hi-tech products imported in India , well done because it increased speed that made us quality conscious. Our feudal businessmen exploited labor and cheated customers too.
