Governance can be said to be the act of providing a rule bound order ncessary for organisation & growth .It involves creation of policies/laws & their enforcement.It is generally judged on the basis of results & minimum of standards & in concerned with authority & power .It normally involves others as means to some external ends with less focus on means used.
Good governance is a normative concept & involves the act of governing while keeping in mind several values like ,transparency ,accountability ,citizen centric & participatory - adminstration etc, conducive to inclusivity ,equity & sustainable development.

Ethical governance is an all embracing concept which is systematic & involves all living beings as actors & ends in themselves with certain absolute values like truth ,right action.
