Yes , of course it works in the universe as it is the force that holds all planets, stars , moon , sun and other celetial bodies in this universe . It's the proof that we have for the presence of gravity.And also in this whole universe each and every substance applies gravitational force over each other . But it's not visible beacause they are too small due their mass differences .
