Yes. Water is a non metallic oxide. It is formed by the non metal hydrogen reaction with oxygen. All non metallic oxides are acidic in nature and here water shows both acidic and basic nature. Water is amphoteric in nature NH3 + H2O ↔NH+4 + OH−HCl + H2O →H3O+ + Cl−NH3 + H2O ↔NH4+ + OH-HCl + H2O →H3O+ + Cl-
