Is H2O acidic, basic or neutral? why?

H2O i.e. water is amphoteric in nature
since it can act as both an acid and a base in a reaction

Water is amphoteric! That is to say that water exists as both an acid and a base, depending on what is is being reacted with. If you reacts a strong acid or base with water, it will be basic or acidic respectively.
