Carbonic acid is weak acid because its dissociates the  partially (that is, about 1 out of 100 molecules separates from its hydrogen ion). In the carbonic acid solution, there is a larger number of the un-dissociated H3CO3 molecules, and just a few H+ and HCO3- ions.
