yes hacking is a big crime and is a punishable offence but doing it for someones safety or a right reason is not considered an offence

It depends upon the legal system. In France we have article 323–1 du Code Pénal (& following). You can (in principle) get 2 years of jail for simply accessing fraudulently a computer system (even without breaking or changing its behavior).
