no it's harder than india , because you have to learn thier language officially , Mandrin , the cost of the hongkong University is per year 9 lakh ,

I have been to hongkong and stayed 3 years ... :)... in Shenzhen .... at china and hongkong border ....... in the government University , and

and if you give scholarship you will pass 12th or master degree .... but have to give exam :)...

if scored good marks , I suggest you learn Mandrin , mandrin has largest speaking population LANGAUGEs is the world ,

not in china but hongkong Singapore , malaysia , Thailand .... :)... It will help you I'm future :)...
